Mission statement:

HLSP's objective is to strengthen health systems and to improve health status in low and middle income countries.

Introduction:

HLSP is an international consultancy working to improve world health. With offices world-wide and over 100 senior, technical and administrative staff, HLSP has extensive international experience of providing technical assistance and managing complex projects.

HLSP works for and with international development agencies, country governments and others involved in international health. At global and country levels, the HLSP Institute works to identify innovative and effective approaches to learn from and share experience.

HLSP holds the DFID Health Resource Centre contract to provide consultancy and information services to DFID country offices and headquarters teams in a wide range of health and health systems areas.

Activities:

Consultancy advice on policy and technical issues
HLSP is consulted for policy analysis and advice by governments and global initiatives and has been commissioned to write numerous papers. Topics include:

  • Sector Wide Approaches (SWAPs) and other aid instruments
  • health sector reform
  • HIV/AIDS
  • health economics and financing
  • aid agency strategy on health
  • child health initiatives.

Monitoring and evaluation studies
HLSP has an established track record in monitoring and evaluation, and survey implementation and analysis. Experience in these areas includes:

  • designing, conducting and analysing large household surveys covering health service use and expenditure and health needs
  • mid-term and final project evaluations
  • development of indicators for health sector performance
  • evaluation of specific interventions.

Applied research and synthesis
Recent projects in these areas include:

  • a research project to improve access to treatment for sexually transmitted infections (STIs)
  • a review of the implementation of staff performance management systems in a sample of European and developing countries (public and private sector).

Training and professional development
HLSP provides Professional Learning Programmes (PLPs) in health sector development and health systems management. Tailor-made programmes range from classroom-based workshops and seminars to study tours that provide participants with first hand access to policy makers and health care providers in countries around the world. Topics covered extensively include SWAPs and direct budget support, primary care reform and health care financing.

Events management
HLSP has an in-house events management team working on organising conferences, workshops and other events for international clients including DFID, the World Bank and other global agencies. This team also manages all the events that are coordinated for the HSRC and HRC.
