This paper has been written in response to a request to develop a case study to help illustrate the state-building dynamics outlined in DFID's contribution to the OECD DAC Task Team on State Building, 'States in development: understanding state building', and thus test the propositions developed in the DFID working paper on responsive and unresponsive state building.

Strengthening the research to policy and practice interface:
Exploring strategies used by research organisations working on sexual and reproductive health and HIV and AIDS
18th & 19th May 2009, Liverpool School of Tropical Medicine, UK
Four DFID-funded Research Programme Consortia (RPC) that focus on SRH, HIV and AIDS are collaborating on research that focuses on the interface between research and policy and practice in the SRH and HIV arena. This multi-method study explores the strategies used by research organisations working to inform and influence policy and practice through their research and draws out lessons on successful approaches. The meeting hosted by the Liverpool School of Tropical Medicine will discuss experiences, exchange best practice and enable reflection on what has worked well and less well in efforts to engage policymakers and practitioners in research on SRH and HIV in a variety of resource poor contexts.

New dossier: health and fragile states
With some of the worst health indicators and the least adequate health services in the world, providing health services and rebuilding health systems in fragile states is a complex undertaking. The Health and Fragile States Dossier highlights the challenges and approaches to delivering health services in fragile states. The Dossier has been developed by the Health and Fragile States Network, IDS Health and Development Information Team, and Eldis.

Making health markets work for poor people
Produced in collaboration with the Future Health Systems research programme, this issue addresses different aspects of markets for health-related goods and services and emerging approaches for improving their performance. It highlights how in many countries people use a wide variety of market based providers of health-related goods and services ranging from highly organised and regulated hospitals and specialist doctors to informal health workers and drug sellers operating outside the legal framework. It then explores responses to problems of safety, efficacy and cost that can be caused by unregulated markets. It contains learning from a number of countries including Nigeria, India and Bangladesh.

DFID Support to the Control of Neglected Tropical Diseases: The Context
Neglected tropical diseases (NTDs) is the term used for a number of different parasitic and bacterial infections. NTDs tend to receive little attention because they have a low case mortality rate (despite the fact that mortality is high given the large numbers infected and that they are responsible for high levels of morbidity). The UK plans to make a substantial commitment to support efforts to control NTDs. HLSP were commissioned to advise DFID on how its support might be best utilised.

Achieving the MDGs: at what cost?
More spending is needed if progress towards the MDGs is to be accelerated, but extra funding can come with risks. Those working to achieve the health MDGs cannot ignore the macroeconomic implications of injecting additional external resources into weak economies. These issues remain relevant despite the challenges of the current financial and economic crisis. This paper provides an overview of the debates surrounding how much is needed to achieve the health MDGs, how such funds might be raised, and some of the impacts of scaling up.

International Health Partnership (IHP+) country health sector teams: background literature review
This review outlines the current arrangements for country health sector teams in ten International Health Partnership countries: Burundi, Cambodia, Ethiopia, Kenya, Madagascar, Mali, Mozambique, Nepal, Nigeria and Zambia. It provides a summary of good practice and effective national coordination in health and HIV/AIDS. The review draws on the National AIDS Councils/Commissions, explains Country Coordinating Mechanisms (CCMs) and explores the lessons learnt from them. Experiences in coordination and working practices are also described from the education sector and the peacekeeping/humanitarian sector.
