This paper has been written in response to a request to develop a case study to help illustrate the state-building dynamics outlined in DFID's contribution to the OECD DAC Task Team on State Building, 'States in development: understanding state building', and thus test the propositions developed in the DFID working paper on responsive and unresponsive state building.
Service delivery in difficult environments
This report summarises the findings of research carried out by the HRC into the question of how service delivery interventions can be improved in difficult environments. Evidence was obtained from a series of desk-based case studies (Afghanistan, Angola, Democratic Republic of Congo, Sri Lanka, Sudan and Uganda).

Scaling up health and education workers: four literature reviews
The objective of these four discreet literature reviews is to understand the evidence relating to approaches to improving outcomes through increasing the numbers, productivity, quality, distribution and retention of health and education workers. It identifies gaps in the current knowledge base and gives examples of successful and unsuccessful interventions in order to inform the thinking and work of DFID and its partners.

Health management information systems in East Africa
